There is significant disagreement on the moderating role of institutions on policy responsive- ness, yet overwhelmingly research in state politics has focused on single institutions. This project leverages a new aggregate scale of state institutions to evaluate if the collective insti- tutional context moderates the influence of public opinion on policy. I use a recently released latent scale of institutional context and find that high levels of accountability pressure strongly strengthen public opinion's influence on policy for both economic and social policy, while the strength of a state's checks and balance system is largely unrelated to policy responsiveness. These results demonstrate the importance of incorporating aggregate institutional design into our understanding of the role of institutions in state politics, and that collectively institutions play a large role in determining how public opinion is translated into policy.

ObjectiveThe role of institutions in state politics has been recognized for decades. However, most of this research has evaluated the role of a single institution at a time, such as the role of the ballot initiative or legislative professionalism. Little is known about how institutions may have counterbalancing or reinforcing effects.MethodI propose evaluating institutions collectively much in the way that comparative politics scholars have evaluated the collective set of institutions that create levels of democracy.ResultsThrough an exploratory factor analysis, I find that state institutions can primarily be understood along two dimensions, accountability pressure and checks and balances. I use a Bayesian factor analysis of mixed data to generate institutional scores for all 50 states along both dimensions from 1975 to 2016.ConclusionTheses scores will be a resource to understand how a state`s collective institutional environment affects a wide variety of phenomena, from policy responsiveness to voter turnout or policy innovation.

In this paper, we propose a new measure to understand policy connections between the states. For decades, diffusion scholars have relied on the largely untested assumption that contiguous states are more similar than noncontiguous states, despite evidence that similarity is more complex than geographic proximity. We use a unique survey of citizens' perceptions of other states to construct a national network of similarity ties between the states. We apply this new measure with a data set of state policy adoptions in a dyadic and monadic event history analysis and find that similar state adoptions are a reliable predictor of policy innovation. We argue that perceived state similarity is a more complete measure of how states look to each other than contiguity.

We explore the relationship between ballot measures on issues salient to Millennials and their turnout in presidential and midterm elections. Both scholars and observers in the media have worried about decreasing levels of citizen participation, particularly among young voters. We demonstrate that one way to engage Millennials into traditional forms of political participation is through ballot measures that focus on issues salient to their generation (marijuana liberalization and higher education reform). We show that not only do these measures increase Millennial voting, but they erase difference in turnout levels between Millennials and older generations. This effect is primarily concentrated in low-turnout contexts such as midterm elections, indicating that these measures may be playing a similar mobilization role in midterm elections as presidential campaigns do in turnout out low-propensity voters.

AbstractWe utilize a new policy adoption database with over 500 policies to test whether the initiative process influences the timing of policy adoption. Prior studies have produced both supportive and null findings of the effect of the initiative, but typically examine policies one policy or a single composite score at a time. Theoretical accounts suggest that the initiative process should have heterogeneous effects on policy outcomes depending on the configuration of public and government preferences. By pooling hundreds of policies we are able to estimate the average effect of the initiative process on state policy adoption more systematically while also evaluating variation in its effect. We find via a pooled event history analysis that the initiative tends to increase innovativeness, but that this effect can be cancelled out by signature and distribution requirements. We find that this effect varies substantially across policies and is more consistently positive on average in states more liberal populations. We also find evidence that the initiative process moderates the effect of ideology on policy adoption, while making the adoption of non-ideological policies more likely on average.

Online businesses and platform work can create the impression that the digital economy is ephemeral and placeless. But the digital economy is experienced locally, and its effects are spatial. Measuring them requires better community-level data on economic activities online. While new government data measures broadband subscriptions down to neighborhoods, existing public data do not measure how broadband is used in local communities, and whether this digital activity affects economic outcomes. We analyze new monthly data on over 20 million domain name hosts/websites in the United States from November 2018 to November 2020 drawing on customer data. Surveys show that 3 out of 4 of these domains are commercial, including microbusinesses as well as websites for both online and brick-and-mortar establishments. How is the density of domain name hosts in a community (the number in a zip code or county divided by the population) related to local economic opportunity, controlling for other known factors? Using statistical matching and time series data, results show the density of domain name hosts positively predicts community economic prosperity, recovery from the 2008 recession, and change in median income. Interactions between the density of these hosts and broadband subscriptions also predict lower monthly unemployment rates over time, including after the March 2020 pandemic. Commercial data can improve our understanding of broadband's impacts, including its potential for inclusive growth in diverse communities.

Information is a critically important, yet hard to measure, component on policy innovation across state governments. Widespread use of broadband has made it easier for governments to observe other actors, increasing the amount of policy information, while also diversifying the sources of information available to policymakers. This should translate into making governments more innovative over time and quicker to adapt to challenges. At the same time, the Internet may disrupt previous existing flows of information by decreasing the importance of geographic proximity and creating more nationalized or global information networks. We argue that the growth of broadband has made states more innovative over time, while also reducing the reliance on neighboring state adoptions for policy solutions as the information environment becomes both richer and more nationalized. We estimate a pooled event history analysis on hundreds of policies comparing the treatment period (2000–2016) with a control condition (last two decades of the 20th century) and find that states with higher broadband subscriptions are more innovative overall and less reliant on geographic contiguity for policy solutions. The growth of information flows due to digital communications has led to states becoming more innovative while also operating in a more nationalized network.

Public policy, including the National Broadband Plan (FCC 2010), has been premised on the expectation that broadband use fosters economic opportunity for communities. The quote from Commissioner Rosenworcel at the beginning of this chapter demonstrates the significance of broadband for public policy, beyond a utility to be regulated. Until now, however, evidence for assumptions about the benefits of broadband adoption has been lacking because of a scarcity of reliable data over time. Measuring broadband subscriptions rather than deployment is critical because of what has been called the "subscription gap" (Tomer and Shivaram 2017) - the difference between broadband availability and the reality of those who can afford it and have the ability to use it. Despite its rich tradition, there are key limitations to researchers' ability to make generalizable inferences about state policy innovation and diffusion. This paper introduces new data and methods to move from empirical analyses of single policies to the analysis of comprehensive populations of policies and rigorously inferred diffusion networks. We have gathered policy adoption data appropriate for estimating policy innovativeness and tracing diffusion ties in a targeted manner (e.g., by policy domain, time period, or policy type) and extended the development of methods necessary to accurately and efficiently infer those ties. Our state policy innovation and diffusion (SPID) database includes 728 different policies coded by topic area. We provide an overview of this new dataset and illustrate two key uses: (i) static and dynamic innovativeness measures and (ii) latent diffusion networks that capture common pathways of diffusion between states across policies. The scope of the data allows us to compare patterns in both across policy topic areas. We conclude that these new resources will enable researchers to empirically investigate classes of questions that were difficult or impossible to study previously, but whose roots go back to the origins of the political science policy innovation and diffusion literature.
